Foster Grandparent Volunteers are senior’s ages 55 & older that serve as volunteer mentors, tutors, and in some cases caregivers for children and youth with special needs. They serve in community organizations such as schools, hospitals, and youth centers. While volunteering, Foster Grandparents strengthen their community by providing youth services that strained community budgets cannot afford and by building bridges that cross generations. Foster Grandparent Volunteers must meet income eligibility requirements and are encouraged to serve an average of 15 hours per week.
Eligibility: Any man or woman age 55 or over meeting the income standard is eligible for reimbursement (stipend) through the Foster Grandparent Program. Other qualifications include a genuine love of children, an ability to understand directions, a willingness to accept supervision, a readiness to accept training, passing a background check.
Stipend: $2.65/hr the hourly stipend (wage) that the Foster Grandparents receive for their volunteer service with children shall not be subject to taxation or be treated as wages or compensation for certain purposes, including retirement benefits. The Social Security Administration has issued an instruction that stipends are excluded as income in determining how much a volunteer will receive in his/her retirement fund check.
The law also provides that payments a volunteer receives are not counted in figuring his eligibility for Supplemental Security Income, food stamps, low income housing or any other federal program that bases the eligibility on income.
Transportation: Foster Grandparents will receive mileage reimbursement for travel to and from assignments, program activities, in service orientation, and recognition events, as funds are available. The rate of reimbursement is $.25 per mile (with a $50.00 monthly cap due to limited funding).
Vacation: Foster Grandparents earn (or accrue) one-day vacation for each full month of active service. Vacation time may be taken only after earned. It may be taken a day at a time or several days at a time. Grandparents are encouraged to utilize vacation leave each year. All vacation accrued and not taken will be paid out at the end of the grant year.
Sick Leave: Foster Grandparents earn (or accrue) one-day of sick leave for each full month of service. Sick leave may be used, as it is earned, for illness and appointments with doctors, dentist, optometrist, or for other medical reasons. All sick leave accrued and not taken will be paid out at the end of the grant year.
Holidays: Foster Grandparents will receive a list of all yearly government and school holidays. Volunteers will be paid for Holidays provided they are active that month.
Inclement Weather: If the roads are or appear to be dangerous or difficult, please stay home, do not travel. You will still be paid for the day as if you had worked it.
Accident Insurance: Foster Grandparents are covered by accident, personal liability and excess auto liability insurance. Foster Grandparents must report accidents occurring during service hours to the Volunteer Station and the FGP staff within 24 (twenty-four) hours of the accident. Claim forms can be obtained from the FGP staff office. Foster Grandparents are covered by accident insurance while traveling to and from work and while on the job.
Physical Examinations: Once a year, foster grandparents will be benefited by a medical examination and a yearly check-up thereafter, which is mandated by federal policies. The FGP staff will arrange physicals.
